Altiero Spinelli Prize for Outreach

Launched by the European Commission, the prize aims to reward activities enhancing citizens' understanding of the EU, help broaden the ownership of the European project and develop a sense of European identity.
This edition focuses on activities and works that help young Europeans engage in democratic life and understand the values on which the EU is based.


The Prize will reward and provide EU-wide recognition and visibility to outstanding works/activities/products that are making/have made a direct, substantial and sustainable contribution to young people's:
1) Motivation to participate in the democratic processes that shape the future of the EU;
2) Engagement in supporting EU core values of human dignity, freedom, democracy, equality, the rule of law and respect for human rights, including the rights of persons belonging to minorities;
3) Critical awareness of what the EU stands for and why (its history; its founding values; its actions and policies; its accomplishments and successes) and of the cost of non-Europe;
4) Critical thinking and resilience against anti-democratic populist discourses in and about the EU.


Works/activities/products that can be proposed 

  • Innovative and practice-oriented educational programmes or campaigns and/or Massive Online Open Courses;
  • Games (offline and/or online) with pedagogic purposes allowing young participants to experience Europe and its functioning in practice;
  • Collaborative projects and action-based activities promoting the concrete participation of young people in the democratic processes that shape the future of the EU and their active engagement with European common values;
  • or combinations of such works.

Who can apply

  • Individuals (natural persons) who are EU citizens;
  • non-governmental legal entities established and based in an EU Member State.

Eligibility criteria

  • The work/activity/product proposed for the Prize must have been implemented (at least partly) in the last two years prior to the deadline for applications. This work/activity/product may be still ongoing at the time of application.
  • The contest is not open to public authorities;
  • Legal entities applying must be formally established prior to the deadline for applications;
  • Works/activities/products that have already received EU-funding or another EU Prize are not eligible;
  • Multiple applications by the same applicant are not allowed. Also, an applicant may participate in a single application only;
  • The target population/audience/participants of the work/activity/product proposed for the Prize must be citizens in EU Member States;
  • Those who applied for the Spinelli Prize for Outreach 2017 cannot apply for the 2018 edition of the Prize unless they apply with a completely different work/activity/product.

Prizes:  up to 16 prizes of 25,000 EUR each.
